The Blue Badge scheme: Rights and responsibilities in England

A car driven by a councillor (he will know I'm talking about him) at Houghton Regis Town Council parked on the footpath opposite the shops, Hillborough Crescent. 


It does state in the blue badge handbook that cars using a blue badge are not permitted to park on the footpath and that to do so negates the blue badge.  This means that Parking Support Officers can enforce them in the same way as non-blue badge holders.  If the user was in the vehicle at the time the Civil Enforcement Officer would inform the driver about the rule and advise them to move off the pavement.
